When at idle, the CPU Core temp is at a good 40-60 degrees Celsius. When using normal processes like chrome or basic things, this can go up to 55-65 degrees. When gaming I am seeing it reach up to 100+ degrees Celsius on certain cores.

My specs are:
RTX 4070
MSI Z790 Mobo
i7-14700k
Corsair H60x CPU Water Cooler
*new* Corsair Extreme Thermal Paste (Spread evenly with good coverage)

What could be the cause?

Your results are not unexpected.
Your H60x cooler has a single simple radiator which is not very effective.
Normal room temperature might be 20c. a decent cooler at idle would be perhaps 10c. higher.
What is the make/model of your case and what is the fan arrangement?
Even an aio needs good airflow.
How old is the H60?
After 5 years, air will intrude, making it less effective and in need of replacement.
Possibly the pump is failing or has collected debris.

The good news is that when you throttle(100c. in red) the game keeps going.
That is as designed.

You really need change nothing, but a decent twin tower air cooler would keep temperatures under control.
And, your performance should improve.
