High CPU, Memory, and Disk Usage

So for a while I've been having i've been having issues with Program Database (mspdbsrv.exe) and Antimalware Service Executable (MsMpEng.exe) using lots of CPU, Memory, Disk usage. Occasionally Microsoft Compatibility Telemetry will give me issues as well. I've tried disabling windows processes, and lots of other things, but they don't seem to work. Does anyone have any idea what might be causing issues? Thanks.
