High CPU Spikes when Moving my Mouse!

For the Past 2 months, whenever I move my mouse, the window that it is being moved over will spike massively in the task manager. So if im moving my mouse on the desktop, file explorer will go really high. My CPU idles at about 3% and will spike to around 40% just from moving my mouse with nothing open. Its Driving me Insane, GTA 5 Is almost unplayable because i move my mouse and the camera virtually snaps to the direction I move the mouse in. I have a cheap mouse, http://us.coolermaster.com/product/Detail/gaming/octane/octane.html To be exact. I recently got an i7 7700k and it still makes things unplayable. Please Help!

RAM: 8GB
GPU: R9 280X 3GB

It could very well be the cheap mouse causing it, but have you installed USB drivers for the particular motherboard? Perhaps also updated BIOS too? Windows using its generic USB driver can be a problem on some motherboards.
