High CPU Temperature

I stress tested my i7 4790k. It has the stock heatsink and fan, and it was running at 90C on 100% load. Is this bad, and what could I do to fix it?

Ideally one should never go beyond 70ºC.

It could be due to a badly applied thermal paste/improper placement of the Heatsink, so get some new thermal paste and reapply it (you can look at several videos showing how to properly do it).

Beyond that the stock heatsink/fan isn't really good, not designed to handle a stress test certainly, given your CPU is a high-end solution you should consider investing in an aftermarket cooler.
