Question High cpu usage after windows reinstall.

Hi, couple of days ago i finally decided to install a new system on my pc (latest win 10 iso from microsoft) however after the setup was done and i could access my desktop i noticed in the task manager that my cpu usage was sitting at over 40% while not having any browsers, apps or games in the background, the most cpu % is being used by "System idle process" and "System interrupts". I searched the web for answers, but nothing seems to work... i already tried to reinstall windows, installed linux - where the same issue still happens, tried unplugging everything from usb ports, scanned pc for malware (which was stupid since it was a fresh windows installation), wasted some time in bios settings and even scanned ram for any errors - there were none. In its current state its impossible to use the pc since once i turn on any demanding ish game it feels laggy and not smooth at all due to system hogging all cpu. Any help would be appreciated, thanks for reading and have a nice day.

List full specs of your system.
What version of windows?

Show Task Manager screenshots

System idle process - shows how much of cpu is not being used.
So 40% System idle process - means 60% of your cpu is being used,
while 40% is not being used and free for additional tasks.

Years of using computers and i never had issues with such things. Weird... Also the temperatures are fine since i check them often.

Can you show Task Manager - Performance/Cpu section?
and Resource Monitor - Disk/Disk Activity section (ordered by column total) ?

Since you reinstalled windows, then there will be several services actively using cpu (until they have finished their job)
defragmenter service,​
windows updates,​
search indexer,​
windows defender scan.​
And install all drivers from motherboard manufacturer support site. You probably didn't do that.
Start with Intel chipset drivers.

What was the reason for a new system install? Did you change drive that the O/S is installed on ? What other steps did you perform and what other drives do you have?

After installing Windows on an old system, it can take some time and several restarts before Windows Update has downloaded all the latest security patches.

When I install old versions of Windows 10 on ancient PCs, they sometimes download 100+ updates and take several hours to calm down.

A a sub 2GHz dual core CPU and a hard disk make things even worse. Be patient.

Many years ago I installed Windows 98SE on a PC and forgot to disconnect the internet. Half an hour later I installed McAfee and it found a virus. I know Windows 10 comes with Defender, but I wouidn't entirely rule out the possibility of infection.

Did you boot the PC from a USB MemTest86 and run a full memory scan (several hours). A quick RAM test (couple of minutes) might not reveal errors.

Same as this PC, except I don't have a discrete GPU (just the iGPU).

Is your Windows boot drive a spinning hard disk, a 2.5in SATA SSD or an M.2 drive (SATA or NVMe). I'm booting this i7-4770K from a 1TB M.2 NVMe drive.

Have you checked your disks for SMART errors or run CHKDSK?

If the problem is the same in Windows and Linux, it sounds like a hardware fault or bad BIOS setting, unless your boot drive is dying.
