High CPU usage and lag in games after replacing cooler.

So yesterday I bought new cooler for my Phenom II X6 1090T because old one was very loud and I started playing Gta V and my fps started to drop from 60 to 30 in one second so whole game started to lag.CPU usage was over 80% unlike before when I had that old loud cooler CPU usage was 50-60%.My specs: AMD Phenom II X6 1090T,Asus Radeon HD 7790 Directcu II OC Edition,8GB Patriot Memory 1600MHZ,GA-MA770T-UD3.Please help!
 
What are you using to monitor your gaming?
Use MSI afterburner, and set up the on screen display to display the CPU usage and the temperature.
Run GTA with the new cooler, and when the FPS dips, exit the game and analyse the statistics shown in Afterburner, take note of the CPU clock speed which and the temperature, if the clock speed decreases in correlation to an increase in temperature then the CPU is throttling. If the CPU is thermal throttling, then reseat your new cooler and apply some new thermal paste.
 
Ok I bought LC-CC-95 cooler and I applied thermal paste.I also saw that my GPU load is dropping like hell when I play any game like its 100% then 30% then 0% I also figured out that some textures are not loading properly like for example when i drive fast car in GTA some textures are not loading.My cpu temperature is nearly 40-55 degrees celsius and gpu temperature is 35-45 degrees.I also started to have fps drops even in old games like Mafia II and Assassins Creed I plus I got only 20-30 fps in Assassins Creed III please help this is annoying.
 
Bogdan, you could try reinstalling your graphic card drivers, to do so properly, download Display Driver Unistaller to cleanly uninstall your existing drivers that may be corrupt through safe mode. Upon reinstalling your drivers, try the game again, if the problem still occurs, I would try a reinstall of windows.
Was the card doing this previously?
Maybe you damaged your motherboard during install, such damage to your VRM modules may cause issues with your CPU causing a bottlenecking and ultimately GPU load spikes like you are witnessing.
 
I reinstalled windows like 10 times in 3 months.Yes card was doing this previously but I just ignored it because everything was ok I have this problem for like 2-3 months and it started to get very annoying.Im gonna take my computer to computer service tomorrow and I will se what I can do.Also my friend said that it can be hard drive issue or PSU issue I dont know I will se what I can do.
 


Your system is at the recommended requirements for AC3 to run pretty well, but it depends on the settings and resolution. Is lowering settings bringing up the FPS?
 
It helps little bit like 2 frames.I played it in 2013 with athlon ii x2 215 4GB RAM and GT 450 and it runned perfect with 60 fps.Also I started Unturned today and I had 40 fps in menu like something locked it and when I entered the game I had 20-35 fps...
 


Did you look at all the pins to make sure they are in good shape and straight? Did you check your voltages on mobo and CPU? Your bus speeds and bridge speeds? Make sure they are all factory settings?

 

Default could be the wrong value thou, lots of parts can be read wrong my the bios, I'd check them all manually, a wrong voltage can make your whole system unstable
 
I am new with bios stuff.My computer was at computer service and they said everything is ok with bios.Plus they said that I should never play with bios because it can destroy my computer.
