High cpu usage and lag

On idle my cpu usage is 20% when i move my mouse it goes up 20-40%, i cant watch youtube videos or streams because of the lag i get when i move my mouse, some games work fine some are unplayable and temperatures are fine. I updated my bios and reinstalled some drivers but it didn't help. If anyone know why it's doing this please tell me.

Specs:
GPU: Asus gtx 1070 strix
CPU: i7 6700k 4MHz
MOBO: gigabyte z170 gaming 3

--> Do tell us what Task Manager says exactly - you did use this to report 20-40% ???

Oddly im having a simular problem and I dont see the point of another thread when somone else has already asked ill be awaiting an answer, lol.

Try another mouse or plug it on a different USB slot, if all fails, you might have a malware or some sort.
