Question high cpu usage and low gpu usage

whenever im in game i will monitor my game with AB and my gpu with shoot from 100 to zero and my cpu will consistently be around 100 and when i have unified gpu usage monitoring on my gpu stays low while my cpu will be extremely high at 100 for majority of the time, i dont think its bottlenecking but it could be i have tried literally every solution on the internet including using old gpu drivers and cleaning my system.

specs:
i5 6500 3.2ghz
Sapphire Radeon RX 480 8GB GDDR5
500 w psu
16gb ram
Gigabyte Micro ATX DDR4 NA Motherboards GA-H170M-DS3H
and a ssd

please help i really need it.

gpu is around 70c and cpu is around 60c

what resolution?
what the ram/hdd/sdd usage?

its in all games i have tested pubg fortnite and csgo and its the same thing almost full cpu usage and low gpu usage, the hdd and ram usage are normal and my psu is a EVGA bronze 500w. I mean it could be the cpu bottlenecking but I dont know.
