High CPU usage and RAM usage?

When im playing a game like rust my usage on my CPU and ram goes to about 80-90 on both and i get frequent lag spikes in game idk why?

CPU: i5 6600
RAM: 8GB
GPU: GTX 960

My understanding is that Rust is a poorly optimized game that doesn't run very well on the best of hardware.

resolution on the game is 1920 x 1080 but the quality is potato
