High cpu usage, broken cpu?

Hey, I've been having issues with my pc 's performance lately. Basicly every little thing cause huge upswings in the cpu usage.

For example if i hold mouse 1 and mark apps on my desktop the cpu usage on windows explorer shoots up to 15- 25 % depending on how much I move it.

So it's not high when I don't do anything only it goes up way to fast.
If I were to watch youtube and play Hearthstone at the same time for example the videos have lags and so will the game.

I'm pretty sure it's not a heat problem because the temps seem stable and the problem starts as soon as I start the pc.

One other wierd thing is that I can play csgo just fine, I don't think there is any difference in fps and loading menus feels smooth like before.


What I've tried so far is taking down my overclock from 4.5 Ghz to 3.9.
Restoring my pc to an earlier date.
I searched the computer for corrupt files.
Reseting my pc (where it deletes programs and reinstalls windows but keeps your personal files).
Removing AI suite 3, which I used for overclocking since I don't know how to do it manually.
I have scanned my computer for viruses with malwarebytes around 3 times.
I also tried disabling some Windows 10 feature I can't remember the name of.

This started a few days ago, I can't really remember anything special that might have caused it.

I've tried googling the problem but I can't find any post anywhere with a similar problem.
I've read that I should open task manager and identify what program is causing the high cpu usage but the thing is it's not one program, it's all programs shoot is cpu usage much higher than they should.

I'll add if I remember something more that might be important, but for now please help me identify the problem.

Intel i5 6600k
Z170 Pro Gaiming Motherboard
8 gigs of DDR4 memory
Nvidia GeForce GTX 980
Corsair GS600
Windows 10 Pro
 
Hi OP can you list which process is taking CPU usage.Also check the performance tab in task manager and state the overall CPU usage.Also a couple of questions

>> which Cpu cooler are you using?.
>>Also state the temps and voltage at which your chip is operating( use CPU Z)
>>Was there any application or windows update?
 


Well it's whatever apps im using at the top in task manager, usually when I am doing a few things at once it's maybe one game using 30 % and then a bunch of other processes at 3-5 %. I can try to simulate this and share a screenshot.

I don't know how to check temps in CPU-Z but I used Ai suite 3 instead and it says the cpu temp is about 30 degerees celsius. My core voltage is 0.736 v when idle and when I mark some things on my desktop goes up to 1.200 v.

Don't think there was an update and don't think I downloaded any new program.
