High CPU usage in games , slow windows and stuttering

Ok so let's start with my specs
I7 -8700k non over clocked
2*8gb DDR4 3000mhz (xmp enabled)
Gtx 1070ti
Prime Z370-A
Samsung SSD 256 gb
Ok now my problem. My PC had been working fine then about 3 weeks ago it got really sluggish in windows (taking multiple seconds to open task manager) and I got low Fps in games as well as stuttering even though CPU/gpu/ram were all well below max and temps were good. I formated drives and did clean install. All good PC fast again game performance fine. Today I realized I was running memory in dual channel so swapped the stick into dual channel mode. Pc slow again. I swap memory back into old slots PC still slow.
So what do I mean exactly by slow?
In some games like rocket league I my fps is always about 30-40 under the target (maximum for) eg if I set max for to 170 I get around 130 if I set it to 250 I get like 170 max it's weird.
In bf4 it's even weirder as you can see here (https://imgur.com/5mo1Q0k) my i7 8700k is almost maxed out yet my 1070ti is barely being used? This seems very wierd to me as i7 8700k should never be close to bottlenecking a 1070ti. (I had checked there were no other apps eating up the CPU at that time).
I have run memtest and no memory problems I have run cinebench and CPU is performing as it should (getting 1350)


Any ideas about this? I may just
factory reset my PC again but it's a pain and doesn't seem to fix the underlying problem

Apologies Peter I did not mean to down vote your answer.
I have run benchmarks on everything and all parts are operating fine. So this definitely seems a software issue/driver issue. How would I go about diagnosing/fixing the windows problem

unfortunately it sounds like you should do a full clean install, not a repair or reset.

see this for instructions. if you follow them, you will have a fresh, new os install

you will need to reinstall your programs, back up all your data first of course. that should fix it if it's a software config issue

Turn on task manager while usage is high to see what program/s are causing this.
