High CPU usage lowish end game

Can someone tell my why my cpu is at like 90% while playing MWR its a stable overclocked I76700k and also im getting 17 fps in the menu Btw my graphics card is a GTX1070 link provided for SS

CPU throttling? Temps are in check? Any background processes killing your cpu usage while idling at the desktop?

Nope everything is good only thing running would be the game and steam nothing else as well as all temps are good nothing above regular temps
