High CPU Usage When Playing Games

Hello there, I have a problem with my Desktop Computer & This is my computer spec:
Procie:Intel Core i5 - 2400 3.1 GHz (Temp constanly around 32 - 60 Celcius Degree)
Mobo: ECS H67 H2-M4
RAM : 8 GB (2x4gb)
VGA : Nvidia GT 440 DDR5 1 GB with latest Driver (Temp around 32 - 60 Celcius Degree)
OS : Windows 7 64 bit
HD : WD 1 TB (80 % Capacity remaining) & Seagate 1 TB (50 % Capacity remaining)
My Computer it's 3-4 years old

-I doing some Desktop cleaning (Software with CCleaner, Tune up Utilities and hardware with my vaccum cleaner, gentle hands)
-Defragment
-Scanning Virus and Malware
-Reinstal my Windows 7
-Checking disk if it has a bad sector
-Deal with Registry key
-Relocate cable from hardisk to Mobo and reverse it
-Relocate RAM with another RAM slot
-Resote My BIOS setting (AMI)
-Playing game at room with 16 celcius degree

And The problem is, when i played some games (For example PES 2015, everything seem fine and running at 60fps for a long time and suddenly one day when i start my computer, my PES its laggy) After that, i think it might be virus or malware so i scan my computer and test it again, its still laggy. Then, I am doing defragment to all my harddisk and after that it still no changes. so i do some check disk and still no diffrent after all. And I try to reinstal my windows 7 and does nothing deal with it. And I do some cleaning my desktop with Vacum cleaning all fan (All inside Casing, CPU fan, Power Supply, GPU fan) with gentleness and does nothing and I realized that my CPU running at High state Usage when playing game. (All Hardware seems fine at their places and also has a normal temp)

And when i go to the Intel website, i run intel processor identification Utility it says my procie run at 1,87 Ghz and it must be 3,1 Ghz and when i check with CPU-Z it says my clock speed run at 3,391 GHz. My CPu never going to high usage if i play PES 2015

Can anybody just give me a clue what's going on with my Desktop, please ?

Solution
My simple explanation would be that when you exceed the capabilities of your video card (which would happen fast with yours) the OS would dump the process onto you CPU to handle. You can also look in the task manager, locate the resource manager, and find the exact process sucking your CPU.

Thank you so much for your advice, and i solved my problem !

That my computer thermal paste has dried, and i relized that before my computer slow, i just release CPU fan and found that paste already dried. I didn't know after the CPU fan release from it place, it must replace with a new paste
