High cpu usage

I have Amd Fx-6300 + Asus Gtx950
And I have lags after 5 minutes playing games like Gta V
P.S. I think the problem is my motherboard Asrock N68 GS4 Fx or my PSU Modecom 500W

GTA V eats up CPU's, no question that an FX will falter. Is this a new issue?

Yeah but when cpu is loaded sometimes at 100% and gpu at 20% thats not normal

Gpu always is loaded at 50-70%
But there happens random fps drops and Cpu usage jumps up to 95%
And Gpu usage drops to 20-30%
