High CPU usage.

Hey tom'sHARDWARE community,

A few days ago, after i installed FIFA 18, I started having a problem with my processor. For some reason the CPU goes up to 100% usage when I open any application or game, which makes the computer extremely slow. But it's not very common with applications, it usually happens a lot with games.

This makes any sound that is coming through my headphones all laggy with a lot of stuttering and noise.

When i'm playing for example fortnite i get about 150 to 200 FPS, but it stutters a lot and the sound is almost impossible to understand.

I've tried to format my pc, run malwarebytes, and some other stuff, and nothing seems to resolve this problem.

Something that i've realised aswell is that the CPU frequency is always maxed at 2.7 GHz and it rarely moves.

I've also checked the temps, and they don't seem to be high.
CPU temps do not exceed 55 degrees.
Graphics card temps do not exceed 51 degrees.
Everything else seems to be under 60, some are very cool.
This temps are when i'm playing fortnite, which is when the problem is more intense.

Specs:
GTX 1060 STRIX
i5 6400
8GB RAM

I would appreciate if you guys could help me with this problem, thank you.

This happens when i just open some tabs in chrome, and you can see the mouse very lagged because the CPU is 100%

Something that i've seen, is that my GPU memory clock is maxed when in idle or when i'm gaming.

Opening chrome (At this point i can't use the computer for about 2 seconds and i can't hear voices in discord.)
