high cpu usage

hello, I have this build:

i5 7400
gtx 1060 3gb from inno3d
8gb ram 2133mhz
asus strix b250h gaming

and on fortnite usage is 80-90% for the cpu but the gpu stays in perfect usage at about 40-60%


i am mentioning that the gpu and the cpu are brand new, changed, meaning that before, I had an i3 7100 and the motherboard came from warranty and it was repaired
and when I start the stream it's stuttering when
who says this is something normal, sorry can't agree with that because I know that something's wrong
please give me serious answers
 
Total cpu usage does not tell you much, are any single cpu cores hitting 100% usage?

What resolution are you running and what FPS do you get?

If you drop the game settings do you see any increase in FPS?

As for stuttering while streaming, that is to be expected with a quad core and the 7400 is not a particularly strong quad core.
 
No single cores are hitting 100%

1600x1080 about 100-220 max

And when streaming its just literally stuttering its unplayable

The fps does increase if I drop settings

I know it's a quad core, but it's not a bad cpu
