High Disk Usage 100% When Starting up

I have tried all the possible solutions from all the previous threads from what people have posted. None of them have worked. I have currently installed a new Mobo + ram + cpu like a day ago. Ever since then my computer's disk usage has been at 100% when starting up for about 2-3 minutes. After those minutes have passed by it goes back to normal, but once I open up a program it goes up.

What you describe sounds normal to me. Windows 10 runs a quick scan of your hard drive with your antivirus program (Defender if you haven't installed one), and that can busy your HDD for a couple of minutes. If you want to all but get rid of that, put your system on an SSD, that will greatly speed up all hard drive activity. You can get 240 GB SSDs for as little as $60 these days.
