Question High end laptop stuttering in games

My new MSI Katana 15 with i9-13900H and 4070 is stuttering in all games I've tried so far.

To start with I checked temps, and multiple cores were at 90+, so naturally I thought it was thermal throttling and HWINFO confirmed that. I then tried going using Throttlestop to lower power limits, which helped on the temps, but I still had stuttering. I then opened up the laptop to redo the thermal paste in case it wasn't adequate. It seemed to have a bare spot but I'm not sure if that could have anything to do with it.

So now by using Throttlestop I've lowered PL1 to 40 and PL2 to 105, they were originally at 200 both. By doing this CPU usage also went down by a lot, it also seems like in the attached clip it has really low Watt usage and frequency.

You might want to first see if the laptop is pending any BIOS updates. Following that, try and reinstall the chipset drivers in an elevated command, i.e, Right click installer>Run as Administrator, with the latest versions sourced from Intel's support site.

Use DDU to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode, then manually install the latest GPU driver sourced from Nvidia's support site, here, in an elevated command.

Then see if returning the PL states to their defaults, helps. Then try and dial down the numbers for PL's gradually.
