High-end PC lagging on most games

I've been trying to play games like rust, fallout 4 and H1Z1: King of the Kill which usually run really smooth apart from fallout which I get consistent frame lag. (on rust I get really bad lag spikes when I spawn in which usually fix after around a minute.) But then I randomly get lag spikes and sometimes on H1Z1: King of the Kill the textures won't load until really late with unbearable lag. On rust, going near a rad town brings really bad lag that will not go away (10 fps with lag spikes going down to 5 and even freezing when I go into the rad town). My specs are:

MSI GeForce GTX 960 (drivers up to date)
Intel Core i5-4460 CPU 3.20GHz
8GB RAM

When playing games like rust my disk goes up to 100% with the cpu also sometimes being at 100%, but unless I am in a rad town it is at 30-60%.
My computer is 4 years old with the graphics card being updated last year. If it helps my last graphics card was a Nvidia GeForce GTX 760. I also have no viruses according to premium malwarebytes.
 
Your cpu isnt the best and id recommend 16gb ram. Other than that some of those games are badly optimised, i had fps drops to 45 fps even with my old GTX 1060.
