High end PC, low performance in CS:GO??

Alright, I know there has been multiple questions on this topic. I just want to ask how come I only run ~200FPS in CS:GO no matter what settings I put on?
My CPU uses ~50% when I am playing while my GPU is ~10%. Whenever I stream my FPS goes down to around 100.

Your fps drops because you're CPU bottlenecked while trying to stream and game on this chip. 4C/8T is very limited if you want to stream and maintain X amount of fps in CSGO, especially being so CPU bound. What I'd recommend is streaming with NVENC (Hardware GPU streaming in this case) to encode with your GPU, while leaving your CPU untouched. Make sure to unpark all your cores from (Start -> msconfig -> Boot -> Advanced Options -> Make sure to choose all cores/threads.)

If it's the case when you aren't streaming, could you please mention your monitor resolution?



I have tried;
1) changing it to maximum performance, I have set my min. processor state to run at 100%.
2) Been going through every guide I could find on CS:GO FPS.
3) Set my Nvidia settings to the recommended for CS:GO.
4) Doing a fresh install of Windows 10.

Although this has helped me gain ~100FPS it still feels like I am under performing 🙁

Start play BF5 and stop playing CS:GO easy.
BTW the game is bad optimized (it has been done with the ***)

 

I actually has been streaming on NVENC and my cores are unpacked. I use the 1920x1080 res.
I have had it to a repair shop due to my PC not posting and they seem to have fixed some internal issue!
 

I have always been a CS player and never really liked BF or COD. I know it's poorly optimized but some day we will get a fix 😛
