I have a PC with the following specs:

Processor - i7 4770k
GPU - GTX 1070
RAM - 16 GB
PSU - 1200W
SSD for main OS - Corsair Neutron GTX 240gb

I'm really stumped on what's wrong with it. It's been a long time since it ran smoothly.
The windows logo when starting it up was freezing and jumping as it moved.
Windows is lagging when I press something like chrome and I don't know what's wrong with it.
Some of my games also load slow which is rather odd. It also takes like 1 minute to start my pc.
Youtube also lags.

All drivers are updated, no viruses or missing software.
Computer is kept clean all the time with scans, CCleaner etc.
I have 2 monitors and both are 1920x1080.

It means your ssd is failing. The results of the scans are the Windows files structures are not damaged but your hard drive is.Your are fortunate because usually they just blink off, which it can do at any time. Try and save a system image (you'll need a second drive to do this), purchase a new ssd and should be able to image your system back on the new drive, assuming it's as least the same size or larger.

I bought a new ssd and migrated my OS to it and it still boots really slow and still has those same problems. A 250gb Samsung SSD.
 
What motherboard. Make sue all other drives are disconnected. Confirm your new Samsung ssd is sata, replace the cable/ try another sata plug.. make sure your BIOS is set to ACHI and a mode that includes either CMS or legacy.
My motherboard is Asus Z87-Pro, and I have tried disconnecting all my drives except the main driver, I've also tried to replace the sata plugs. My bios is set to AHCI and I don't know about CMS or legacy.

I want a fresh install of windows but I also have so much on my pc that I still need, and last time I reinstalled windows I lost all the appdata for my games and useful things so I really don't want to do that.

The (OC) memory is a safe overclocked rating that is often specific to a certain make and model of RAM. If you want to use 2133(OC) memory, the QVL above lists the following memory and configurations.

I don't quite understand what you mean, but does it mean that I have to change my ram? I had this performance issue before on my last motherboard, processor and graphics card, but they're all changed now and the problem still persists after months and months of trying to fix it.

Yes, you should probably buy new memory. What I mean is to guarantee compatibility, and be sure your computers performance is not held back, you need to use the make and model of the RAM in the QVL. If you look at the list, you first have to decide what speed you want. If you want the fastest you would go down to the bottom of the list under the heading of DDR3 2400 Qualified Vendors List (QVL). Under that heading you will see

A-DATAAX3U2400W4G11-DMV(XMP)8GB ( 2x 4GB )SS--11-13-13-
DMV(XMP)16GB ( 2x 8GB )DS--11-13-13-

If you want two sticks (for dual channel) for a total of 16 GB of RAM, you would want the RAM in bold type. A-DATAAX3U2400W8G11-DMV(XMP)16GB ( 2x 8GB )DS--11-13-13- If you want 2 sticks to equal 8gb, you would want the second listed RAM sticks, A-DATAAX3U2400W4G11-DMV(XMP)8GB ( 2x 4GB )SS--11-13-13- if you want just one stick of RAM than you would choose one of the two on the bottom for either 4gb or 8gb. It's important that you choose the exact memory, make, model and size (GB) to get the guaranteed compatibility.

As an example your Corsair Dominator GT 16GB 2133mhz (assuming two sticks) are not under the DDR3 2133 Qualified Vendors List (QVL). Even though the A-DATAAX3U2133W8G10-DR(XMP)16GB ( 2x 8GB )DS--10-11-11-30 on the list is the same configuration of your Corsiar RAM, (16 gb of DDR3 2133mhz 2x8gb), it is not deemed compatible because it has not been tested with your MB, so it may cause problems (it also has different latency timing but that is for another discussion). Further, even if you find RAM sticks of the same make, speed, size on the list, if it is not the same exact model, than you could still have problems.

I know this is a long and tedious post, so the readers digest version is you decide the speed of the memory you want to buy, the size and how many sticks, then check the list under the speed and buy the exact same size (gbs) number of sticks, make and model of RAM memory shown on the list.

I have quad channel 4x4. I don't really have the money to buy new ram sticks just to test it out and I don't know if they sell DDR3 sticks in the stores here. I was going to upgrade my pc so I could use my DDR4 sticks I bought a while ago but I need to save up for that. Do you think resetting my pc will help my situation? Because when I switched mb, I didn't reset my pc, so that might also cause problems.

Resetting your PC is a crap shoot, sometimes it makes it better sometimes worse. Make sure everything is backed up if you try it. BTW, the only 4x4 configuration on the QVL, is 1600 hrz; CORSAIR CMZ16GX3M4X1600C9 (Ver8.16)(XMP)16GB ( 4x 4GB ) aka CORSAIR Vengeance 16GB (4 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) which would run you about $80..

Yes, it looks like you are right, I was looking at the Expert mb and your is the Pro. However your RAM is not on this list either. So it is still a matter of getting the right memory if you want better performance.
I tried with my friends DDR3 ram sticks which is CORSAIR Vengeance 8GB and had the exact same speed as you mentioned. But nothing was different. And nothing has been different since the start of this thread. I tried my friends pc and it has worse specs than mine but still boots in like 5-10 seconds.

Well, that rules out a memory compatibility issue. I've got nothing else right right now, best to take it into a repair shop so someone can decipher the errors to figure out the problem.

Okay, so I bought a new motherboard, ram and cpu aswell.

Specs now:
CPU: Ryzen 2600x
MB: Asus strix b450-f
Ram: 16gb ddr4 corsair vengeance rgb 3333mhz (which is fully supported, i have 2 ram sticks left but i dont need 16gb more)

After all this and problem still persists, even after reinstalling windows.

I figured out that my mouse and pen tablet that I have plugged into my pc are slowing down my boot, I get a black screen with underscore and windows logo is there for a bit. But when I unplug both of them, my pc starts in like 5-7 seconds. But the speed of my pc is slow, I press a video on youtube and it takes some seconds for it to play, even when i pause it and play it again.

What's left from my old system is just files and games in my 2TB harddrive and my 240gb SSD, which shouldn't slow down the pc right? My OS drive is my 250gb Samsung SSD.
