Question High FPS but micro-stuttering/jittery image on whole system, on desktop and in-game ?

Hello.
I've been dealing with this PC for over a year now.. and I can't get it to work properly...(Always been like this). I feel like I've tried everything.. From drivers, settings, reinstalling windows, BIOS settings you name it.. except from buying new hardware.. Only thing I did buy was a new motherboard, but it was still the same issue.. I feel so lost.. I work with IT daily and I've build computers before.. And never in my life have I been so lost.. Makes me wanna cry haha..

So my issue is that I've always had microstuttering, jittery image, screen tearing (you name it) in ALL games and also my mouse feels 'off' when I use it on my desktop..
I used to be very competive in FPS games and I know how my games should run.. and this is not it.. that's for sure.. 😀
Games I play: Apex Legends, League of Legends, Human fall flat (and so on).. And I simply can't enjoy gaming anymore, since everything looks so bad and jittery when moving the mouse around.. It's like when I move the mouse too fast, it's very hard to see what's happening on the screen.. and that makes my head hurt a lot..
I use Gsync with FPS capped at 235 (Doesn't matter if I cap lower, same same). Also the same without Gsync on.
My FPS looks pretty good, no big dips, stays solid most of the times.

XMP on or off doesn't seem to do anything to the smoothness. Also tried with higher voltage. Feels the same.

Also tried with a different mouse, to see if it had anything to do with my wireless mouse, but same same.

Everything is up-to-date, drivers, BIOS, firmware and so on.

I've also tried with my old GPU 1080, instead of my 3080, same same.

It must be hardware related... But I don't know where to start.. Can it be the CPU that causes all the weird microstuttering/jittery image? My ram maybe? or can it be a bad PSU?

Everything is pretty 'high end' so I don't see why my pc would performe so bad..

Setup:
Asus Rog Strix Z690-A Gaming Wifi D4
Intel Core i9 12900K
ASUS GeForce RTX 3080 12GB TUF
G.Skill Trident Z Neo RGB DDR4 3600MHz 2x16GB
Arctic Liquid Freezer II 360 3x120mm
Western Digital Black SN850 M.2 1TB
Be Quiet! Straight Power 11 Platinum 1000W

Main monitor: Rog Strix XG258Q 240 HZ
If some of you guys know what I can do next, it would be highly appreciated...

I'm assuming your monitors Gsync range goes up to 240Hz? If so then that shouldn't be the issue.

It almost sounds like something is stealing CPU cycles within windows, leading to latency problems. You could give LatencyMon a try to see if it picks up anything.

Welcome to the forums, newcomer!

reinstalling windows
Where did you source the installer for your OS? You forgot to mention what OS you're working with.

Only thing I did buy was a new motherboard
What motherboard were you on prior to the one listed above?

Asus Rog Strix Z690-A Gaming Wifi D4

BIOS settings
What BIOS version are you currently on for your motherboard?

I'm at work atm, I will post a picture when I get home.

Hello.
Installed windows 11 with a USB stick, deleted all old partition. But tried to reinstall like 5 times now, no difference.

Had MSI z690 MSI Pro Z690-A DDR4 before, but yea... didn't fix anything...

I got version 2802 installed atm (the newest).

That monitor being G and Free Sync compatible certainly should be dealing with this issue.

Do you have the ability to use that monitor on a different rig to see if the issue follows?
Different cable?

Also, just to be sure, you are going into the NVIDIA control panel thing to enable the G Sync and leaving V Sync off in game options?

I need to setup my old rig then. Im gonna do it later today if I get the time.
Tried with another cable yes..

Tried with Gsync on, Vsync off, Gsync on Vsync on.. Both off.. Everything 😀

Go to UserBenchmark and perform the bench they run. Make sure to turn off any on screen counters (such as Riva). Post the link back to here?

I am not specifically concerned about how they rate your system, but do want to look at some of the info that will provide.

Also, of note, please edit the cuss word out from the "Games I play" section. Easy to slip sometimes, but family site and all.

Also some really weird..
In some periods my PC turns on just fine, but randomly it will stop booting past bios splash screen, it either happens out of nowhere or when changing BIOS setting.
I have the green LED flashing a solid green light in the 'debug' thing. And sometimes it's just stuck with no 'debug' light on.
When it won't boot past bios splash screen, everything seems frozen, can't enter BIOS and keyboard gets frozen.
Then I need to unplug power, keyboard, cables and so on.. hold the power button down a little bit and then turn on. Then it usually boots just fine again..

Also it seems like I can't enter bios from my main monitor when I use DP cable.. I need to disconnect it and use my second monitor with a HDMI cable.. It worked fine on my old computer.
Looks something like this: View: https://imgur.com/gallery/xJPG73x

But sometimes I actually get the BIOS splash screen on my main monitor, but 90% of the times, it looks like that on the picture (a little different everytime).

But I read that some other had the same problem with that screen and 3080.. so idk..

https://www.userbenchmark.com/UserRun/65569924 - This is with my main monitor and second screen plugged in. Getting same with only main monitor plugged in.

Both afterburner and rivatuner closed down.

I don't see anything jumping out at me. I was almost hoping it was going to be something easy like high background usage. The only other thing I am curious about is the relative performance of the graphics card. Alongside the above mention of artifacting has me curious about that.

I wish I had more to add.

I'm starting to wonder if the GPU itself may be at fault. Given you've gone so far as to reformat/reinstall Windows, I'm leaning toward hardware, and the GPU is currently the most likely culprit.
I'm gonna test with my 1080 later today again.. But I'm 95% sure it was the same problem with that instead of the 3080..

Been busy with irl stuff.. Gonna have more time testing this weekend.
So I ran OCCT power test yesterday and my PC crashed almost instant... CPU and GPU tests seems to run fine without crash. So maybe somethings wrong with my PSU? Hmm..
