Constant GPU fan acceleration with seemingly zero reason. It rises up and goes down all the time.

Running nothing on the second screenshot, on the first one running a very light game that I could run on an integrated gpu. This keeps happening even when my PC is idle. I made a hard reset and it persisted before I could finish the setting my system up part. Could this be a hardware issue? This GPU is second-hand, it was mined on. The issue began out of nowhere, hadn't occured until a certain point.
