Question High FPS but "UNSMOOTH" gameplay, it's fine when spectating, latency issue ?

Hello, I tried to figure this out 2 years ago when I first built this PC, my specs:

MOBO: Gigabyte Z390 AUROS PRO WIFI
CPU: I7-9700K (NOT OC's yet)
GPU: 1660TI OC WINDFORCE
RAM: 32G 3600 Vengeance
PSU: 750W BRONZE
Monitor: MSI OPTIX MAG SERIES 27" 1080P

Basically my FPS is always high and generally fine and I can enjoy my games BUT, its never been "smooth", like when I watch streamers or YouTubers UNLESS I am spectating, which leads me to believe it may be an input latency issue. Also, Riva tuner (comes with MSI afterburner) does seem to make it much more smooth but I don't want to have to run that all the time, any thoughts? I have done all the DDU un installs, re seated everything.. I've done quite a bit

What are you doing with Riva Tuner to make it appear smoother?

What exact model is your monitor? And Hz?

Which mouse & keyboard and any software used for these?
