High FPS but with Lag Spikes/stuttering

Before you say it, I know there are loads of threads just like this one, however, I have looked through a lot of them and have not been able to find a 'cure', if you will.

Basically, my problem is that I can get pretty high FPS on most games, but that pretty much always (with some exceptions) comes with a big fps drop (rarely freezes, usually just a big drop).

My specs:
AMD FX8350 Black Edition 8 Core @4.5GHz
EVGA nVidia GTX 770 2GB
M5A78L-M/USB3
8GB Corsair Vengeance 1600MHz
240GB OCZ Agility III
500GB W/D 7200RPM
XFX PRO 550W

Now currently, the games are running off of my OCZ Agil III.
For the basics of this, I was trying to play CS GO. Obviously, I should be able to run it maxed out, and I can, with great fps. However, I get those damn fps drops. Now, I have all settings turned completely off or down, including in my nVidia control panel, and still the same happens, but of course the fps is higher, meaning even more dramatic drops.

Also, I'm running beta drivers 340.52.

Could anyone possibly help me out?
(Is my PSU too small?)
or What needs upgrading?

Wow. Thank you! How was it that easy? I feel like an idiot haha. However, now it feels clunky, because of Vsync.
 


I tried this and it did not help 🙁 for example I usually get 80-90fps in bf4 on ultra, and bf4 is the worst of all with this stutter. it also does this in R6 Siege and a little bit in Project Cars. I don't have an SSD and I do plan on getting one but this problem just started a week ago and I've had my rig for 5-6 months now... this is really weird and frustrating. Thanks for the help

If you use AMD Overdrive to monitor the thermal margins, you'll most likely see that they drop below 0°C (check if they drop gradually or all of a sudden while stress testing the CPU). Your issue most likely is the cheap motherboard that has a 4+1 phase VRM with no heatsink; to make it worse you overclocked the CPU and you may be using an aftermarket cooler instead of the stock cooler that helps cooling the poor VRM.
 
Instead of hijacking this thread you should create your own with a good description of your issue. Your motherboard isn't on the list. You also need to provide info about the resolution, etc.
