Question High fps dont feel smooth on mid-high end pc / very high cpu utilization even in 1080p for competitive games which causes bad 1% lows

My pc has an i513600kf and a 4070, i play on 1080p 240hz
1- Feels like cpu is not being managed properly by games (eficient and performance cores)
2- Gpu barely doing anything
3. Gameplay doesnt feel smooth even at very high fps

What monitor are you using? What mobo and bios?

Do you use Gsync? Does it make a difference when on or off?

Which games exactly? First person shooter types? This could be down to the number of assets being displayed in an multiplayer game. Lots of players = higher CPU usage.

Im using a benq zowie 240 hz monitor, mother board is asus prime z790-P WIFI and bios version is 1666 and yes i have tried g sync and it doesnt really make a difference, adds a lot of input lag and smoothness barely improves

I personally have an ASUS z790-v ax w/ bios version 1663 now after downgrading from version 1664(as I could not disable C1E) My CPU is the i9-12900k @ 5.2ghz P cores - enabled, E cores - disabled, Hyperthreading - ON, C-states disabled. My advise would be to downgrade from bios 1666 to bios 1663 which will allow to disable Core Parking and you have a CPU that can be OC'd to ~5.5ghz w/ e-cores disabled. I only play CS2 and I was curious to know which FPS game you play.

I did the same thing by not reading the text I have bolded below when I foolishly updated my bios.
