High FPS one day and now as low as 8FPS?!?! HELP!

I have recently built a high end PC and have installed steam and some games etc. all the drivers are up-to-date, and for the first day gaming i spent on Arma 3 Exile and i was getting 60fps+ which was fantastic! but then a couple days later i realised i was not getting the same fps, and for the the last week or so i cannot get anything higher than 13fps! I have spent over a grand on this pc and do not want to have to deal with these kind of frame rates, i have been trying to find a solution and i am at my last resort here, i need help guys please can i do anything!?!

Please list full PC specs, as well as GPU driver version.

Just in case, make sure you have the dedicated GPU selected as your primary GPU, 13 FPS sounds like you're using your integrated GPU. You can do this in NVIDIA or AMD Control Panel.

In addition to Suzuki's post, ensure that windows is in balanced power mode. Power Saver can lower performance drastically.

Yeh sorry guys i did mean to list my specs, but forgot during the rant😉 here's my build:
Fractal design define R5 case (not that it matters much)
intel i7-4790k @4.0ghz
asus geforce gtx 960 strix
corsair cx750 psu
corsair vengeance 8gb ram

and driver for GPU is 353.62

Also just if this helps, i have an inkling that it is more CPU based, because when i have been trying to find solutions alot of problems were CPU because arma is very much CPU intensive, what are your opinions?
