high fps with cs go and runescape on second monitor but not smooth

I have a gtx 970 and a i5-3330 with 8 gb of ram. When cs go is open alone on my first monitor i get about 180- 220 fps but when I open runescape on second monitor I stay at those frames but it become really unsmooth. Then if i minimize runescape on the second monitor the unsmoothness all goes away even if its still running but just minimized. Any ideas on why this would be?
 
You can't stay at the same frame rate when running a second game.

Stuttering means there are times when the GPU isn't even outputting any new frames, so while you may see "200FPS" that is an average... you are still getting times when the GPU isn't sending any game data... probably due to the fact you're running another game.

(Minimizing causes the game to stop running full out or even pause which is why that works)

Solution?
Okay, not sure why running two games would be desired but the obvious solution is run only one game.

Otherwise, I'm not sure what to say... have you tried DIFFERENT GAMES to see if they will run at the same time?
 
OK so my main monitor I play cs go on is at 144hz and the second monitor is 60hz. I just realized that if I turn the main monitor down to 60hz then I don't get the chopyness when playing on both screens with two different games. My second monitor unfortunately only goes to 60hz. Is there anyway I can some how fix this and be able to play at 144hz on one and 60hz on the other without the choppyness.
 


I'm guessing there's a way, however I can't test.

I wonder what happens if you connect your second monitor to the motherboard and use the iGPU instead... not sure if there's a way to force Runescape to use the iGPU or how that all communicates though.
