High frame times in all games

I've been battling this issue for some time now and still haven't been able to solve it... Basically, i noticed that games were choppy and stuttery, so I started monitoring and noticed that everything seems normal except for FRAME TIME, which stays in the high 20s even though the fps high and constant (even ~140 in some games).
Specs:
- Gigabyte GTX 1080 Ti gaming oc
- Intel i5-8400
- 8gb ddr4 2666
- chieftec a-90 gdp-650c 650w
- gigabyte b360 hd3
- windows 10 v1803 on m.2 240gb ssd
- most games are on a 1TB 7200rpm hdd
- AOC AG271QX QHD 144hz monitor

Now, the weird thing is, benchmarks don't seem to have any problem (userbenchmark shows that every part runs above expectations). I reinstalled the Nvidia driver with DDU, no change.

Please help me, I don't know what to do anymore, I think my depression is slowly creeping up on me again...

Edit 2: I benchmarked BF1 at 1440p 144hz, ultra preset, here are the results:

I "solved" the issue after all. In short, this is exactly why G-SYNC exists. I was playing games at 144hz and couldn't achieve CONSTANT 144fps (it's pretty much impossible on games like BF1, Rise of the Tomb Raider, theHunter: COTW) so i lowered the refresh rate and VOILA, buttery smooth gameplay.
