Question High gpu usage but low fps and temp

Cheaping out by buying an ex mining card P106-100, the gpu arrived today and the performance kinda weird, the usage maxed out at 100% but the temp only sit around 47-50 C with very low fps (39-40 fps on lowest settings) on honkai star rail. Is this card defective? Thanks

That's your first mistake. Anything that was used for mining can and will be beyond the point of recovery. To also add that GPU was made specifically for mining and nothing else.

What sort of display output ports do you have on said GPU? Might want to read through this.

No, it was used for mining.

Out of curiosity, what GPU did you have prior to dropping in the GPU that was used for mining? make and model of your PSU and it's age? Please don't state to look into your sig space. Sig space specs can and will change over time and when that happens this thread and suggestions will be rendered moot to the end user in the same boat as you're in now. Please add the specs or relevant info ion your thread's body.

My previous card is HD 6770 but honestly this is not my first time using P106-100, the old one died after using it around 4-5 months so i had to replace it with HD 6770 which died last week so im ordering P106-100 again, the old one perform similar to GTX 1060 while the new one is not which lead me to think the new one is defective.

Sanford B8H-V101 Motherboard
Intel Core i5 4670
DDR3 16GB 1600 Mhz
Intel HD Graphics 4600 + Nvidia P106-100
PCCooler KF450 P3-F450-W1H (been used for 6 months)
