High Idle CPU Temperature?

Hello,

I just built my own computer for the first time and when I entered UEFI Bios I noticed my CPU temperature was high (or I think it is) and rose steadily to 47C with the fan RPM being 3792 (and still rising before I turned my computer off because I was worried). My computer specs are listed below and I will attach an image of the Bios screen.

CPU: FX-8320
RAM: Corsair Vengeance Blue (2x4 GB) 1600MHz [I notice on Bios it says 1333 MHz but I think there is an option to change it but I am sure I will figure that out later.]
GPU: EVGA GeForce GTX 760
Motherboard: ASUS M5A99FX Pro R2.0 AM3+
PSU: Corsair CX750M
Case: NZXT Phantom 410

Please tell me what is possibly wrong so I can try to fix it (I hope the Bios picture helps). The CPU Heatsink came with pre-applied thermal paste so I hope that is not the issue because I have never done it manually nor do I have any at hand (I am pretty sure I put the heatsink on right, it only rotated a couple degrees at maximum when I was putting the clamps onto the CPU).

Also, does anyone know how to supply power to the two fans on the inside of the NZXT case? Those two are not running at all and I am not sure which cables they use (the only ones left that came with the case that are not plugged in are small black rectangle/squares with two thin needle-things in the middle.

Please help, first time newbie and worried about my new computer. :(

Your RAM has defaulted to a safe speed . You will be able to apply an XMP profile easily enough

The case fans usually have moles connectors and will connect directly to the molex connectors on the power supply

When you touch the heatsink on the cpu is it easy to move, or clamped hard down?

Okay so these are the cables that came with the case but are not connected:
http://i.imgur.com/5A7i9iP.jpg where there is one of the Top cables but like four of the bottom ones. So do I connect the top one into this: http://i.imgur.com/qQhOHeD.jpg and then plug the other end into my PSU? (I think the only slots left on my PSU says "Peripherals & Sata" but that should be okay right?) What do I do with the 4 bottom cables though?

The heatsink is clamped down because it took a little force actually to get the metal clamps to attach to the CPU so I am fairly sure it is secured tightly on the CPU.

EDIT: I plugged the molex into my PSU and now the fans are working :) and maybe will help a little with the temps but I'm still wondering if this is normal for a Vishera AMD CPU. This is the first time this computer has booted up and also I am using stock cooler.
