High Idle Power Consumption (250 watts) despite power saving features wokring.

As title says. power savings is on in windows settings.
specs
Mb: 990fxa-ud3 rev 4
Cpu: Amd Fx 6300 (underclocks down to 1.4ghz with power saving mode) only using 40 watts according to hwmoniter
Video Card :msi r9 270 2gb gaming video card
Ram: 2 4gb ram sticks (corsair)
psu: smart 650w - Thermaltake
2 Hard drives and about 8 fan intotal (vidoe card, case, cpu etc)
i live in australia if that makes a difference with the wall voltage being 240volts.
Any ideas?
