High Idle Temps + Possible RAM Problem

]Recently realised Vegas 16 was running really slow, wasn't sure what was the problem so checked in task manager; realise my RAM is nearly always at 50% + and my idle temps on my PC are 50+ for my GPU and 40+ for my CPU. This has only started recently I am pretty sure and I am almost certain it is due to temperatures. Fans on startup sound like they are on a higher RPM than usual and some programs run slower.
I think the problem is I only have one fan, I recently upgraded to the Zotac 1070 mini about a month ago and I have had no heating problems to my knowledge (I did not check the temperatures, just based on performance and the RPM of fans).
Could my problem be fixed with more fans or is this something different as there was such a sudden change in performance.

About the RAM, it's idling at 50% with Chrome Open (Chrome At 17% usage), but it feels like the percentages on task manager are higher than usual, as if programs before are running harder (If that makes sense)

Note: Moved from Vegas 15 to 16 recently so that why it may feel different in performance, but I have been using it for about a week and it is not as slow as it is now.

I understand this but I have noticed a difference in fan speeds and temperature, and they have got louder on startup, almost like they're under load on a clean desktop.

-Anyway to fix the RAM issues?
