Question High latency in games for half the time

I get very high ping (~400) in games for a few minutes, after having normal ping for a couple minutes. The ping goes back to normal for another few minutes, and the cycle goes on. This happens almost every game, and ping rates skyrocket within seconds. I have tried both a wired and wireless connection, but nothing has changed. Any tips on solving this?

I used the command prompt to check my ping when I'm not gaming, and these spikes still occur.

What IP are you ping. Do you see it if you ping your router IP. What happens if you ping the ISP first router. Should be hop 2 if you do a tracert 8.8.8.8 or other ip.
