High Memory Usage With Almost Nothing Running

My memory usage gradually builds up over time until my computer shuts off. There are no known processes showing in Task Manager that would be taking up 7 GB of my 8 GB of RAM. I have updated all my drivers and done a virus scan, but the problem still continues. The memory resets when I restart my computer, but for some reason, is doesn't reset when I shut my computer off and turn it back on. I have screenshots of Task Manager if that in any way helps.

Even when my Chrome is closed the RAM still stays at a range of 85-90%.

Do you have "Show processes from all users" selected? I had a similar situation where the RAM that was shown being used did not add up to the 90% or whatever. After selecting "Show processes from all users" it seems to add up, it shows more than double the number of processes than without it selected.

All the system processes show up, but nothing adds up to 7 GB of ram, even ordered from highest to lowest.
