High percent of Memory being used windows 8.1 64bit

So recently my laptop has been running slow. Especially so with Chrome open, but even without that it's still very laggy a lot of the time.
I play a lot of games on it, mainly League of legends now. I've only been having this problem for the last couple of weeeks. When playing games like Call of Duty (4,5,6,7) I get the windows error saying that I'm running low on memory. I check Task manager and the game is only using about 1.5GB I play with nothing else open in the background other than steam.
When I try to play League of legends, once the game loads it takes an additional 30 seconds for the game to reach a playable frame rate. During this time I cannot alt + tab out.
Task manager shows my percent memory usage as above 60% when I'm only using 1GB of it.
I'm thinking of just doing a clean install of windows, would this fix it? It was fine 2-3 weeks ago, I could play League with chrome and VLC open but now I can't.
I have scanned with malwarebytes and Avast they both found nothing.

Can't tell by that list. But only you would know whether you need Bluetooth, Hpome Group, LAnman, Power, Time Broker and any others.

That's services. Also look at Processes. Avast should also look at removing bloatware. And you should go though Control Panel, Uninstall Programs and uninstall any programs you definitely know you don't need or want.

Can you put 8gb in the laptop? If so, you should do it.
The game might only be using 1.5Gb but the background processes (bloatware) can take up a lot too. With just Chrome running, I've got 3.2gb of stuff in memory. But I've got 16GB to play with. Have a look in Task Manager Processes and Services.

I have Avast anti virus checking what bloatware I have and it comes up with stuff I uninstall now and again. But I mainly just go through Control Panel, Uninstall Programs to uninstall programs I definitely know I don't want there.

So have a look through your list too.
 


The thig is, it would run fine with chrome open in the past and now all of a sudden it doesn't.

I'll be getting a proper computer in a month or two.
 



Could you tell me, just by looking, which of these services are using up 50% of my ram at startup?
