High ping fluctuations ranging from 10 ms to 2,000 ms

As you've read in the title, I'm having a lot of issues with ping. Whenever I try to play video games or even access the web I'll run into problems with ping inconsistency (Speed test results render either 13 ms or over 200 ms). I've tried to dig into this problem, searching long and hard for malware, and it seems as if other people on my network are fine, even though they are all on the same, wireless network as me, usually at the same distance from the modem. Although it's been minor in the past, recently it's been getting unbearably slow and the highest download speed I've been able to reach (I'm on Verizon FiOS) is 3 Mbps download speed on speedtest.net (however, when testing on the Verizon test servers, the download speed ranges from 3 to 25). I'm exhausted from searching for solutions and since I'm not really all that knowledgeable when it comes to networking, I would fancy some help.

My Specs:

GPU : NVIDIA GeForce gtx 970
CPU : Intel Core i7 6700 @ 3.40GHz
MotherBoard: Alienware 026CD3
ISP : Verizon
Router : Verizon FIOS - Actiontec MI424WR Rev. I - Gigabit WiFi N Router

Solution
Not real sure what to suggest then. It can be anything from software issue in the machine to router issues or wireless issues or even issues with your ISP. You pretty much are going to have to blindly try things. Maybe try simple things first like putting the machine closer to the router if that is possible.
You have to try a wired connection as your first test. What you describe is extremely common for any wireless connections. Wireless is affected by so many things you get all kinds of strange performance difference. Your signal levels will change purely because someone walks through a room.

If it does it on a wired connection you odds of fixing it are much better, wireless you would need to get lucky and figure out what is causing interference. The interference on wireless causes data retransmission which is what is increasing the ping times/

I understand this to be true, but I don't have any access to Ethernet as my only cable available wont work, rendering a flashing green light on the modem when plugged in.
