High ping in cs go only everything else is fine

I have had this problem very recently. I have had constant ping over 100 in cs go. I did a ping test on 2 computers yesterday in command prompt and found packet loss. Today i have no packet loss in command prompt but still have high ping. Everything else works fine, cs go is the only thing that is lagging. I have also found some choke when using net_graph. I also went on my friends account and got 30 ping which I usually get.

Are you using a VPN (virtual private network) because if you are, the VPN will connect you to a server from the country the vpn is set to.
This is also how you connect to EU server if you are from america and vice versa.

I am not using a VPN. I also did another ping test and found to have a lot of inconsistent ping. I have 70 then it'll go up to 300ms with a lot of jitter. Would this be the fault of my isp?

well apparently cs go works in any account except mine. I tried my friends and it works perfectly.
