High Pings when anything is downloading.

Ever since the beginning of October.

I've been having high pings and slower download speeds (1.3 MB/s -> 400 KB/s)

Now I noticed that whenever something is downloading and run a pingtest. It will have massive problems. About 10% packet loss average, 500 ms Ping and above 100 ms Jitter.

I proved this by downloading a CS:GO update. When downloading I got around 600 ping then during the test I paused the download and it would gradually reduce.

Usually there are 9 devices on average connected to the internet, But even when I restarted the router to reset the clients. I still had a problem

I ran full virus checks on my computer and defragged the hard drives.

Specifications:

Router Model: Linksys WRT310N

Computer:
Mainboard : ASUSTeK COMPUTER INC. P8H61-M LX PLUS
Processor : Intel Core i3 2120 @ 3300 MHz
Power Supply: XFX 550W

WiFi adapter: N900 Dual Band Wireless USB Adapter TEW-684UB

OS: Windows 8

ISP: Distributel Communications

So if anyone has any suggestions? Maybe if its a computer problem or a router problem. Or just a problem on my ISP's end.
 
With the limited bandwidth you have on your modem (I am assuming it is 5Mbps down and 1Mbps up), if someone is downloading something (or uploading something) by default, Windows utilizes 80% of the available bandwidth. So if computer "A" is downloading a 4GB file, 80% of the bandwidth, or 4Mpbs is being utilized by that computer. If computer "B" tries to download something, it should max out at 0.8Mbps (20% of the bandwidth is left over from computer "A", and computer "B" can utilize 80% of that bandwidth). Most routers should balance the bandwidth, giving 50% to computer "A" and 50% to computer "B", but not all will do this.
 


Alright, Also my download speed has recieved a HUGE kick

Also steam going twice as fast now.. downloading at 1.1 MB/s. While 9 devices on the internet, I guess its safe to say it was a bandwidth issue.

I can't say for sure yet if the problem is fixed. It looks okay for now though and I hope that its back to normal
