High-Pitched Constant Chirp Sound In Desktop PC

This is super annoying. I bought a gaming PC for my wife. It runs fine, but it makes the most annoying sound (cherping, ringing, whistling?) constantly. In the attached video, I move the camera around to various parts of the computer. Sounds like possibly the CPU or GPU?

FWIW, I have tried stopping the fans, and it does not sound like a bearing issue.

This isn't an answer. I just didn't know how to get visibility on my post without bumping it. The number of posts on this forum is insane!
