Question High quality PC/monitor capped at 240 fps csgo

Hello I'my friend is using a pc with this build:

Intel Core i7 8700K
NVIDIA GeForce RTX 2080 Ti
ASUS ROG STRIX Z390-E
Corsair DDR4 16GB Ram

And a 240hz monitor
Before we started we made a file verification to know if it could be anything corrupted. It was ok.

After that we went ingame and with the commands for max fps at 0 it capped on 240 menu and ingame (both commands, fps max and fps max menu at 0)

We've tried running a few commands known to boost fps on the launch options:

-high -lv -tickrate 128 -noaafonts -nod3d9ex -novid -refresh 240 -exec autoexec.cfg

I've made an autoexec.cfg for him with these commands:

After all of these attempts the fps don't go more than 240 fps. I don't know what more to do. Please help us.

Why do you want the fps to go above 240? Your screen doesnt support any more than 240hz, you’d just make yourself more vulnerable to fps drops and stutters

I have a 9700k, 2080 with a 240hz monitor
and also have the same problems idk I have checked almost everything and i'm still stuck at 240. I usually have like 400 and above until recently when I am stuck at 240.
