High RAM usage while nothing is running! HELP!

So my computer occasionally blue screens. This is common. I need a new mobo and CPU probably. But today I left to go hang out with friends, and I left my pc on. And I came back and it was on the login screen. BSOD I assume. No biggie though. Tey usually don't cause too much problems. They are just annoying. Then I try to play csgo. It wont open. I ended up fixing csgo, just to notice on task manager that I have 7.3/8 GB of RAM being used. This is NOT normal. All i had open was steam and CSGO. I restarted my pc Multiple times, but to no avail. So I checked Task Manager and nothing added up to even 1.5 GB. Odd. So I did some research. Scanned my pc with Malwarebytes. Nothing found. Scanned with TDSSkiller to scan for Rootkit. Found nothing. So Malware seems to not be an issue. But whats using all my RAM? Am I having a memory leak? Also my HardDrive is at 100% Usage. As of writing this RAM has gone down to normal usage, then right back up to 6 GB and now is at 4 GB, with only google chrome open and some background tasks. Please Help me solve this!

HDD - Western Digital Blue 1TB
SSD - SanDisk Internal SSD 120GB
PSU - Corsair CX 600W 80+ Bronze Certified Simi-Modular ATX
Case - Corsair Carbide Series SPEC-02 Mid Tower Gaming Case
Motherboard - Asus M5A97 LE R2.0 ATX AM3+ Motherboard
OS - Windows 10 Home 64 Bit

Also the free keeps going lower and lower and is now at 4 MB

Go to processes tab and click on memory once, you'll see the app which uses the highest memory comes on top. Do the same in Details tab and check which processes is using the most memory.

At the time of the screenshot my RAM was at 5.7/7.9 All the applications don't add up to over 1 GB.

Also, this may sound stupid but try restarting your PC, not shutting down and starting but clicking restart from windows itself, as Windows 10 has fast startup so shutting down and starting doesn't actually restarts the whole system.

My non-paged pool is low, so i didnt think this was the reason. I will try that though, also I have restarted many of times, and to no avail.

2412 mb in use. 5478 mb available. Looks good.
Standby memory is not counted as in use. It is just windows preloading apps for you.

Windows takes 5 hours to preload apps? Cause it comes, and doesnt go away. It went away the first time after HOURS of research, now it wont! And I REALLY want to play the battlefield 1 open beta!!!! (cause i got the insider access)

Perform a clean install of windows. Your's might a corrupted windows installation or got corrupted.

download and run rammap

then go to the empty menu item, you can empty the stanby memory, working set and other cache.
it should make the system go back to a clean state with no apps preloaded into standby memory.
