High spec PC struggling with fps issues?

Operating System: Windows 7 Home Premium 64-bit
Processor: AMD Phenom(tm) II X4 965 Processor (4 CPUs), ~3.4GHz
Memory: 16384MB RAM
500w corsair PSU
GPU: Radeon 7870 twin frozr edition

I've also tried it with a 460 GTX gpu and the problem remains

I noticed I get poor fps in EVE online/Diablo 3. The computer feels like it just runs a bit slow in general actually. I've got 3 more identical pcs and 1 of them also has the issue and the other 2 do not.

I've tried running Furmark and it gives a funny result. GPU usage usually stays at 64% but will sometimes go to 100%, during this the max fps will change from 50 to 60 and back.

The temps are about 60 at max load.

I really don't know what else to try. I've got the latest drivers. My other identical computers also use the latest drivers and those don't have the issue. I've got older dual core machines with 8800 GTs that run more smoothly than this.

I fixed the gpu usage by using the latest amd beta drivers. However the 7870 is only in this machine for a test. I need to solve the issue with the gtx 460, which is the gpu this machine is supposed to use. I guess i could just buy another 7870 for this pc and be done with the problem.

Any idea how to fix it for the 460 gtx too? Clearly it's not related to other hardware since drivers fixed it for the 7870.

I had control panel/power settings set to power saver.... I've set it to high performance and now the entire slowness of the PC is gone. Everything is responding fast and feels as it should, and fps feels great even with the 460 gtx.

I didn't realise that setting could have such an effect on the system. Could that simple stupid little setting have caused these two pcs to run so slow?
