I have seen video showing that RAM speed makes a big difference in FPS , so i wondering how high i can go without changing the base clock speed of the CPU - 3.7 Ghz
From intels website:
The supported memory for i3 6100 DDR4-1866/2133, DDR3L-1333/1600

The motherboard i am planning to buy( gigabyte z170 gaming k3) supports memory up to 3466 MHz

Solution

High speed ram only really makes a difference in FPS if you are planning to use the integrated graphics on the cpu. Your better off spending what you would on high speed ram on a dedicated graphics card instead. If you are low on money you should get a gtx 750ti. Stick with a Z170 motherboard for future upgrades.

Perhaps he is buying Z170 now for a K series processor later down the road? The 6100 is a decent processor for his current needs, after all that I3 manages to trade blows with FX 8350.

Yes the i3 6100 is very good for its price, i use it myself in my own pc, it just makes much sense paying for very high speed ram. If you want to upgarde to something like a i5 6600k or even a i7 6700k later it would be good to get a nice Z170 board and 2400Mhz or 3000Mhz. Also i forgot to mention, more ram would probably be better then higher speed ram.

I would get this now, and later on (maybe 1-4) years you can upgrade to a i5 6600k or i7 6700k and get a nice Noctou D15 cooler. Or if its within your budget theres no reason not to get a better cpu now, though the i3 6100 is very capable.

I will stick to my motherboard for future updates but if RAM speed effect gaming of integrated graphics only i will put that money in a GPU
Thanks for all responses
