[SOLVED] high temperatures on HP Victus Ryzen CPU

Initally it ran well on terraria, but he when he played heavier games he realized how low the fps was and he told me, it has a 3050ti and it shouldnt have been hitting low fps so i told him to check the temps and i saw that the CPU reached 90°C while gaming and idled at 75-80°C no matter what. He bought the computer yesterday

We've got 2% cpu usage there is practically nothing running, nothing happened before he got those temps, all he did was boot up the laptop, install the game update and launch the game, we tried msi afterburner and the built in omen app to check temps they showed the same. It started happening a few hours ago

for some reason restarting it for the 10th time dropped temps to 50 idle? and i also turned off turbo boost after which reduced it more.
