High vcore fluctuation

I recently built a new pc, and noticed the vcore fluctuates a LOT, from ~0.9 to as high as 1.4. This is the first pc I built, and I have no idea if this is normal or acceptable. The pc has been running for about 5 days. There has been a couple of issues I've noticed.

The first is that I occasionally have to boot the pc twice. The first time I press it, the fans will start to spin and the power LED will come on for a moment, then it will shut off. Pressing the power button again will cause the PC to start normally.

The second issue is an occasional buzz or whine from the PC. It seems to be more from the motherboard/CPU area than the PSU area.

The hardware specs are:

CPU: AMD A4-5300 3.4GHz Dual-Core
Motherboard: MSI FM2-A75MA-E35 Micro ATX FM2
Storage: Seagate Barracuda 500GB 3.5" 7200RPM
Case: Thermaltake Commander MS-I ID ATX Mid Tower
Power Supply: Antec 380W ATX12V / EPS12V

Sorry I don't remember the RAM off hand, but it's some kind of Patriot 2x2GB DDR3-1600 ram.

That's normal, 1.4 is an acceptable voltage for that CPU, and it will go down to save heat when not using the full capacity. About the whine, that's probably just a fan, they can do that. It could also be the HDD. Sometimes you just need to hold the power button for a second for it to turn on, that's also normal.

Hi, thanks for the responses. I tried checking the vcore again while running OCCT to max out the cpu utilization and it's quite stable around the 1.4 range, so it seems like that is okay. All of the other voltages seem fine as well. Also, I think I discovered why it was making the odd noise.

It really sounded like a vibration to me, so I tried checking all the screws on my mobo etc to try and make sure none were loose and vibrating. Restarted again, and it was still making the noise. After that, I shut down again and checked my hard drive and it seemed quite loose. My hard drive was mounted to the case using a tooless design. I took the tooless fastener off the drive, and instead fastened it with screws and now it's much more firmly fastened to the case. After booting back up, it seems a lot quieter, hopefully this not a coincidence and tightening the HDD in with screws did the trick.
