[SOLVED] High Water And Cpu Temps while on (now) below stock speeds

CPU - Intel Core I7 8700k
CPU Cooler: Corsair H110i (I am using the included thermal paste that was preapplied, though will be getting Thermal Grizzly Kryonaut soon)
Motherboard: Asrock Z370 Taichi
GPU - Nvidia Gtx 1080
RAM: Super Talent DDR4 3200 Mhz 16-18-18-36 Timings (note I had lowered the timings to stock around the time this began, though am unsure if it was before or after this began)
PSU: 850W Seasonic Focus Plus Gold
OS: Windows 10 Pro
Fans: 3 in 3 out 140 mm fans (rad mounted with intake fans)
Time of use: 10 Months
Ambient: 22C

As of late, my CPU temps have been idling at 65 C and my AIO at 50C, which obviously is super high. For now, to keep these temps and not approach the thermal limit I have set the max CPU processor usage to 70% of its base (3.7 GHZ). The voltage most of the time is below 1V.

I'm new to PCs as this is my 1st one I have ever had that was not a laptop. Anyone have any ideas?
 
Solution
Sounds like a bad cooler mount, or the pump is dead.

Make sure its plugged in, and make sure the fan header that the pump is plugged into is at 100% power and see what the tems are.
