Higher CPU Usage on a Better Processor

Lately I have been playing Miscreated, I high demanding game for a CPU. However, My friend has an i5 4670, and his CPU usage doesnt go past 40%. I have an i5-7600k and my CPU usage is going to 80-90%

I have done a clean install of windows 10 as well as cleaned all my fans and replaced my thermal paste. Temps are 40C~ what is causing this?

What GPU's and fps are do you two have? If he's got a weaker GPU his CPU would run out of work to do while the GPU is maxed out.
