Higher than normal CPU Usage?

I recently built a new PC.
1080ti FE
I7 8700K
Asus z-370 H gaming MOBO
32gb ddr4 2133
1tb 960 evo M.2
When windows was installed and ready to go i installed chrome, steam, core temp, Rainbow six siege and Final fantasy XV. I booted up siege while having core temp and the control panel up looking at the performance graph for the CPU. The game was running with 80-100% CPU usage without fail. The weird thing is that i didn't get really any performance hit from it being that high(staying at 190-290 fps all settings low except textures). I did notice a few random split second freezes throughout a couple matches. While building this computer i booted it up when i thought it was ready but the AIO pump wasn't being powered on so i shut it down right away. Did i hurt the CPU just from that boot? As soon as i tab out of Rainbow the CPU usage drops down to about 20% with steam and chrome running in the background as well. Final fantasy on the other hand seems to draw less from the CPU, Hovering around 50-70 % sometimes spiking to 100% as well. I played Rainbow on my old PC which is still great machine and never noticed the CPU usage going up that high, then again i wasn't watching the CPU graph as close as i was with this new one. My old(ish) PC specs:
1080 ti FE
I7 5930k @4.3
EVGA X99 mobo
32 gb Corsair Dominator Plat 2666
So really the only thing that changed with this newer rig was the CPU. I recall rainbow never going above 50% Usage on the 5930k. That makes me think there is something Physically wrong with this new chip. I took a few pictures of the control panel and Core temp program side by side(MAX temp 58.C) Is there anything i can do to diagnose this issue? Should i return the chip to amazon while i still can? should i bring my PC in somewhere to have it looked at? Did i downgrade myself? If you need any more info to help me let me know. Thank you.

Turns out rainbow six has the same amount of CPU usage on my old build as well. Thats a relief. Im going to test some other games and see if they are about the same too. Thanks.
 
Turns out i was being paranoid this whole time. The games i tested turned out to have roughly the same CPU performance on both systems. So to sum this up consider that the games are the issue rather than the hardware. Expect these CPU readings while playing the following games with the same specs on windows 10.


FF XV: 50% - 75% (This game can have Some spilt second freezes during combat without CPU spikes)

Rainbow Six Siege: 80% - 100% (Such high usage, but no performance drops)

PUBG: 35% - 45 % (Seems like this game would be a higher percentage, but it stays stable.)
