I currently own a HP Micro Server Gen 8 but since installing Plex I am having CPU issues when transcoding. As I want a decent CPU for Plex I've been looking at building my own. I will be running Plex, Sonarr, Radarr etc on it.

Does this build I have put together make sense for a home 24/7 server?

You can upgrade the Microserver to a Xeon E3-1260L. It's just slightly above the heat sink's TDP rating (45W vs 35W), but apparently a lot of people have done the upgrade without issues. The E3-1260L is a quad core, so should have no problems with transcoding. It's about $65 on eBay.

If you don't need multiple simultaneous transcodes, you can probably go with one of the higher-end dual core CPUs on the list, like the i5-3470T (about $45 on eBay).
